CED Alum Leigh Elkins awarded Walter Barnard Hill Award
Leigh Askew Elkins (MLA ’01) is being honored this week as a recipient of the UGA
Walter Barnard Hill Award for her achievements in public service and outreach. The
award is named in honor of Chancellor Hill, who led the University in the late 19th
century and championed the concept of UGA as a public service-oriented institution.
A maximum of five awards are given each year, honoring recipients who improve the
quality of life for Georgians in a way that greatly exceeds expectations.
Leigh is a senior public service associate with the Planning and Environmental Policy
Program at the UGA Carl Vinson Institute of Government. She graduated from the Master
of Landscape Architecture program in 2001 and has become known as a skilled facilitator
and strategic planner, aiding state agencies and communities with water resource management
and other environmental topics.
CED most recently benefitted from Leigh’s counsel as she helped her alma mater through
a productive year of strategic planning with sage advice and her trademark sense of
